I think I'd probably lean Flair, Misawa, Funk, Hansen, Kobashi, and Bryan as 100% stone cold locks, with Liger/Jumbo/Kawada as likely to make it. So that's 9 right there, if I had to guess. I feel like Rey/Casas/Tenryu have the chances for the last spot, but Rey might win out because he'll almost certainly be on almost every ballot.
Who else am I hoping get considered? Someone like Taue is going to be talked up, and I think there's worth a discussion there, even if he's the lesser of the 4P in the minds of most voters. I'm hoping guys like Akiyama, Fujinami, and Santo get traction, too, but I'm wondering about their overall cases resonating with everyone.
I had Bock and Rose in my Top 10 last time, but I'm doubting either will even be there on my top 10, much less an overall, more due to people pushing up in Rose's case (not to mention the lack of pimping of Portland), and the lack of footage (that I clearly overlooked last time, but really, we have 6-7 years) hurting Bock overall.

Buddy Rose definitely belongs in the top 20. He could do everything. People need to do a Portland deep dive. I think top 10 is pushing it because he doesn't have the longevity of folks in my top ten. You're really looking at like 77-84 as an elite worker and then another run in 86 as part of a tag team. When you're comparing that to 30 years of Jerry Lawler or Negro Casas thats when it gets tougher for Rose to leapfrog into the top 10.
I would rate Buddy ahead of Bockwinkel though. They are similar candidates in that they're great at literally everything and can work with anybody, but I think Rose was better at everything. However, Bockwinkel is one of those folks that if people ranked him #1 I'd be like "Great Pick!" Bock isn't my #1 but I wouldn't dare criticize that pick.

I do consider Buddy a top 10 contender, I always saw them as better than Flair at everything Flair is considered great (except consistency, and that's because Buddy had health issues iirc and Bock suffers from lack of pre-80s footage). When I started watching 80s wrestling, Portland became easily my favourite territory because of Buddy. I remember him having tremendous matches with Martel and Piper, working a fantastic character and being able to bring something good, or even great, out of anybody.

I think consistency is one of Buddy's defining traits. From his peak as a worker (77-83 as a best in the world contender) he is week in and week out churning out entertaining matches at worst and all time classics at best against a variety of opponents. I can't really recall a stinker from Portland Buddy. Longevity is his issue but thats really semantics.
And honestly a 7 year run (77-83) as a candidate for best in the world isn't really insignificant. Eddy Guerrero never put a 7 year stretch together where he was a best in the world contender.

I would just suggest following up. I have had similar issues getting things changed and contacting. I suspect they get lots of communication and sometimes things just fall through the cracks, but that is just my guess.
